Abstract

implementation of the Bouganville peace agreement carried out by the Government of Papua New Guinea and the Bouganville government to stop the conflict that occurred in Bouganville whether this laugh was gone well or at all it had not run well. This agreement contains three pillars, namely: Special Autonomy, Destruction of Weapons and Referendum. This peace agreement is made so that the conflicts that occurred in Bouganville from 1988-1998 did not occur again and the Bouganville community lived safely and peacefully. The beginning of the conflict because the Government of Papua New Guinea allowed the opening of the Panguna Mine in Bouganville and Bouganville was an island that was very rich in mining resources. However, the opening of the land made the environment around the mine damaged, the people who lived around the mine were expelled out, the Bouganville community could not work in the mine, and compensation payments were not in accordance with the agreement. The method used is a qualitative research method, namely the type of research that produces data that is not obtained from the statistical method of quantitative or the measurement and the data collection technique used by the author is a literature study, namely the data collection technique by inauging the book, literature, notes , as well as various reports related to problems being studied.
