Abstract

Political organizations have a strategic role in public policy process. Until now, most of the political organization researches were linked with political perspective. Meanwhile a political organization is essentially a rational system who sought to achieve specific goals. Considering the gap, this paper provides the organizational perspective of a political organization run by Papuan indigenous. This research is conducted in Customary Chamber of Papuan Entrepreneurs / KAPP in Jayapura, Papua. The method used in this study is the qualitative method with a case study approach. This study has two objectives, first, to measure political organization performance and second, to investigate factors influencing the performance. Data collected through documentation, observation and in-depth interview with the involving actors. Henceforth data were analyzed using descriptive analysis. The findings noted the insignificancies in KAPP’s performance indicated by the low capacity to acquire resources classified as input, low quantity of service products and partnerships classified as output, and the insignificance of outcome indicated by low satisfaction from beneficiaries, low behavioral and environmental changes and the organization’s negative reputation. The overall findings conclude the integral impact of cultural factors on organizational performance. This study enriches the organization study specifically being done in a distinctive customary organization.
