Analisis Potensi, Efisiensi dan Evektivitas Pemungutan Retribusi Persampahan Distrik Heram Kota Jayapura

Abstract

The purpose of Jayapura City Sanitary Office is to fulfill the vision and mission as a religious city to organize effective waste management throughout the administrative area particularly in Heram District. Limited funds cause the city government to test various potential sources in order to overcome the waste problem. Unexceptionally the fundraising should start from the sanitary sector itself which is then followed by the efficient use of funds to reduce incurred costs / expenses, collection of effective levies as stated in the Regional Regulation (PERDA) of Jayapura City No. 2 of 2012 concerning General Service Levies. Therefore, it is necessary to analyze the Potential, Efficiency and Effectiveness of Waste Retribution Fee for the period of 2015 to 2018, as an evaluation of the burden of waste management by the Jayapura City Government in Heram District. The study approach was carried out using qualitative analysis methods with potential, efficiency and effectiveness analysis methods. The results showed the potential of each type of object levy was Rp. 658,854,000.00 / year compared to the amount of regional retribution in the same year (2018) in the amount of Rp. 901,756,510.00, the realization of revenue (input) with the cost of collection (input) shows that during the last four years there has always been an increase, a comparison between the realization of retribution with a target set from 2015/2016 of 70.80%, in 2016/2017 amounting to 107.12% and in 2017/2018 amounting to 100.00%, and in 2018 amounting to 90.25% of the target set by Jayapura City Sanitary Office.
